Judicial Misconduct in Indiana – Judge Banned for Life

The Indiana Supreme Court has permanently banned Judge Matthew J. Elkin (Howard Superior Court) after finding he engaged in “tyrant” behavior and serious ethical violations:

• Failed to disqualify himself from at least 11 cases involving his former clients

• Used a “Game or Jail” tactic to intimidate problem-solving court participants

• Made graphic, degrading remarks to a domestic violence survivor about abuse

• Showed favoritism to some litigants while demeaning others

• Offered housing through his wife’s rentals, let participants drive his car, and possibly misused court funds

Elkin resigned and is permanently barred from serving as a judge (effective Sept. 30) but keeps his law license.
